v1.5.14 - The PvP Rebalance Update!

Dear Players,
Today we have released a minor update with many updates related to PvP balance. We are adding "low light" mode to vehicles to help avoid detection when playing PvP, as well as reducing the max speed of planes carrying payloads, allowed countermeasures against bombs, etc.
Some new aspects are also now moddable, including IR flares, 160mm artillery, and smoke launchers.
