Here's a quick hotfix for a bug someone reported tonight!

Bug Fixes:

FIXED an endless loop (with no breaks whatsoever) realted to the "Relief Recovery" side quest in the Smugglers' Bend Condemned Apartments Basement area


Changes & Additions:

Optimized some event triggers in the Smugglers' Bend Condemned Apartments Basement area
