A Quick Bug Fix

In 1.81, while trying to prevent an accidental melee swing after closing a window by clicking a button, I introduced a new bug: unable to travel to Zernaskaya after completing the border patrol quest. This patch will fix this issue. Sorry about the trouble folks!
