The Early Access for Steam Digital Deluxe Edition purchasers is now available.
If the issue has not been resolved yet, please clear Steam's Download Cache.
The Cache can be cleared by going to the Steam settings -> Downloads -> Clear Download Cache Once again we sincerely apologize for the inconvenience.
