0.9.84b Buff Char 2C, Camouflage system fully unlocked!

Hey Commanders! Here comes the 0.9.84b update.
The Char 2C series has received a round of buffs, and the camouflage system is now fully unlocked.
Let's take a look!

[h3]🏰 Char 2C Buffs[/h3]

• Char 2C receives the 1939 armor upgrade
  ○ Front armor increased to 9
  ○ Side armor increased to 7
  
• Added Elite Char 2C
  The Elite version can issue "Hold the Line" to nearby allies:
  Crew resistance +50% for nearby friendly vehicles for 5 seconds.
  
• Slightly improved the acceleration of Char 2C and 2C Bis.
  
• Rank adjustments
  ○ Char 2C increased to Rank 2
  ○ 2C Bis reduced to Rank 1
  

[h3]🎨 Camouflage and Visual Updates[/h3]

• All 159 playable vehicles in the game can now switch camouflage.
  
• Finnish vehicles received new optional camouflages:
  ○ Green
  ○ Winter
  
• Added Maria's animated illustration.
  

[h3]⚙️ System Improvements[/h3]

• The Steam status now displays when you are fighting in Multi Turret Academy.
  
• In the garage first-person mode, vehicle collision detection is now more precise. Feel free to climb around and explore!
  
• Advanced difficulty now grants +5% vehicle XP gain per level.
  
• The Commissar strategy now includes a new effect: +30% vehicle XP gain.
  
• Fixed a bug where Char BB would not fire.
  

[h3]💥 Overpen Mechanic Adjustment[/h3]

• Overpen now reduces Damage by 90%.
  After all, shells passing straight through without causing damage felt a bit strange.
  
• Overpen rate adjustments
  ○ Skeleton Jagdtiger base overpen rate increased to 60%
  ○ Support vehicles base overpen rate increased to 25%
