Sector System Beta Update
This update adds the following...
1. Added in a Supply Depot
2. Updated the installation placement system so that it can workout which size installations a sector has space for. This prevents an installation ending up in an unsuitable location and also allows the placement system to choose a different sized installation if necessary.
