Supreme Ruler 2030 - Update 11
In the lead up to the release of the Supreme Ruler 1936 Remastered DLC, work has progressed on the core game engine as well. We've posted some fasttrack updates over the last few months and the results seem fairly stable, so it's time to make those changes public for all users.

- Fixed GovType of Elective Autocracy, now set properly to Barbarians = False. Oops
- Adjustments to Espionage code for better frequency of missions (work in progress)
- Adjustments to when AIs add nukes to the queue to avoid clogging the queue with nothing but nukes
- Fixes to unit actions related to sell/scrap orders
- Fixes to rally point placement
- When a region is colonized or surrenders the embargoes/sanctions reset
- Adjustments to how overstacked units destack when next to borders
- fix for long deck carrier specialty display in UI
