- Added the feature to upgrade roads. Counties upgraded to official roads will have -1 mobility consumption.

- Slightly reduced the probability of officials proposing target tasks during morning court sessions.
- Added functionality to display road levels in each province on the macro map view.
- Slightly increased the effect of the national building "Ding" in boosting governance (effective upon reconstruction).
- Adjusted cultural zone boundaries, expanding the territory of the Maritime Cultural Zone.
- When relocating the capital, 10% of the capital's grain reserves will be transferred to the new capital without any loss, while the remaining 90% will be sent to the nearest granary with the lowest loss.
- Increased the cost of relocating the capital; the cost now also depends on the distance to the new capital.
- Various other minor optimizations and adjustments.

- Fixed a bug where expired targets could still be completed after failing.
- Fixed an issue where province names might display incorrectly on the macro map under certain conditions.
- Fixed a bug where the grain reserve popup in the map scene could display incorrectly in some cases.
- Fixed a bug where downgrading buildings via delegation would incur additional unintended costs.
- Fixed various other minor bugs.
