Critical- Fix for cutscene subtitle scaling for some aspect ratios
Fix for rare case of ship and star label "jitter" when initially loading a scene transition
Minor performance increase for scene transitions and turn processing for some systems

Why is this a big patch?
This patch is a full rebuild with a binary config file added for faster loading for some systems.
