Release 1.16- Autopause in Tactical and AI Ship Design Improvements

[p]As requested by the community, release 1.16 includes a new autopause feature that can be adjusted in settings. Whether autopause is on or off by default and the autopause timer can all be set. It can be toggled at any time in tactical. The balance of power bars also have a tooltip breaking down contributions to the estimates. A balance of power bar has also been added into tactical that updates during combat. Additionally by default Q and E also cycle through selected ships, matching the system and planet view hotkeys. [/p][p][/p][p]This update also includes performance and AI updates, AI ship designs will better utilize a number of special systems which should result in more challenging games.
