Hotfix for the weekend.

Fixes:

• Fixed a bug where the instant cost was displayed lower than it was in reality causing people to not be able to instant upgrade some research/buildings.
  
• Lowered the initial connection timeout to make it feel more responsive when the server is not responding for some reason.
  
• Added new locations to the scanner.
  
• Fixed a bug where you could not recall deployments.
