Patch: Optimization, quick loading of locations, bug fixes!

Patch downloaded:
- A number of optimizations of the game code;
- Loading neighborhood locations is now faster. It will be possible to require less resources for this process;
- Fixed effects of headlights on cars;
- Fixed teleports;
- Fixed a drop from the air at the start of the game (test);
- Other improvements.
