More hotfix, some Assembler QoL requested by the community and some tweak to the physics engine.

#5943 Docking can cause issue on reload
- Static entity docking to a ship does not prevent ship from flying
#5946 Fuel scoop filter is not initialized properly.
#5946 Fuel scoop filter not read during ocean harvesting
#5945 Fuel valve does not link on reload

#5953 Overloaded message too frequent
