New:
added 'under construction' sprites for walls
- Added gold tooltip for what the rogue is doing to cost you money.

- Added editor's flood fill when holding alt + pressing left mouse button.
- Added editor message warning against having a sea region as an odd region number rather than an even number.

Adjust battle area in border battle to include castle owners to have their own castle as placement area
Disband army does no longer give the region happiness.
